The following domains and tasks will be covered on the BSCP examination. The approximate number of questions on each domain and task is shown in parenthesis. I. Project Process (13)a. Coordinate with the multidisciplinary team in order to implement building security using an integrated risk management approach. (4) b. Apply appropriate security guidelines and strategies in a manner consistent with applicable codes and standards in order to achieve stakeholder objectives. (4) c. Conduct all activities in a professional manner in order to promote the safety, health, and welfare of the public. (5) II. Risk Assessment (17)a. Evaluate abnormal and malevolent hazards in order to establish the credible threats to building security. (5) b. Determine the value of the building, its occupants, and other assets to stakeholder missions in order to establish the appropriate level of protection and associated performance criteria. (4) c. Conceptualize the potential vulnerabilities and their interrelationships in order to propose effective risk mitigation alternatives. (4) d. Synthesize the findings of the threat, consequence, and vulnerability analyses in order to facilitate stakeholder decisions to accept or reduce the assessed risks. (4) III. Site Considerations (16)a. Evaluate existing and adjacent site characteristics in conjunction with the location and orientation of the building in order to capitalize on security advantages and mitigate vulnerabilities. (4) b. Determine the achievable standoff distance between the building and any potential locations of identified threats within or outside the property line in order to facilitate analysis of the corresponding effects. (3) c. Establish the secure perimeter that will control vehicle and/or pedestrian access and circulation in order to enforce standoff distances. (3) d. Locate utility routes and equipment within and outside the site in order to evaluate points of vulnerability and redundancy. (3) e. Establish appropriate site lighting levels in order to facilitate visibility and surveillance. (3) IV. Building Envelope (16)a. Review the building structure and exterior enclosure in order to determine elements that are vulnerable to identified threats and require further analysis. (4) b. Determine glazing characteristics in order to facilitate evaluation of vulnerability to identified threats. (4) c. Locate all penetrations through the building exterior enclosure in order to determine and mitigate vulnerabilities to identified threats. (4) d. Evaluate lighting and security systems associated with the building exterior enclosure in order to verify compatibility with life safety and other considerations. (4) V. Interior Space (12)a. Evaluate personnel and service circulation routes and systems in order to address security and life safety considerations, such as controlled ingress/egress and shelter-in-place. (4) b. Evaluate interior construction elements in order to determine vulnerabilities with respect to security considerations for individual spaces. (4) c. Evaluate interior utility infrastructure for redundancy, reliability, and vulnerability in order to address mission, security, and life safety considerations. (4) VI. Facility Operations (14)a. Review the building maintenance plan and practices in order to determine their adequacy to support life safety and security operations. (3) b. Review materials handling and logistics procedures in order to determine life safety hazards and security vulnerabilities. (3) c. Review security policies and procedures in order to align operational practices with building systems. (4) d. Review the emergency plans in order to verify that they adequately address mission, security, and life safety considerations. (4) VII. Rating System (12)a. Communicate the benefits of the BSC rating system to stakeholders, the multidisciplinary team, other relevant organizations, and the public. (3) b. Complete the BSC rating system questionnaire in order to determine the building class. (2) c. Evaluate required, recommended, and innovative countermeasures in order to determine the number of points achieved within each rating category. (3) d. Prepare the submission package that documents the basis for the classification and checklist points claimed in order to justify the desired rating category. (2) e. Monitor the BSC building evaluation process in order to manage stakeholder expectations. (2)
